Not sure what C&R means. The s/n says this is a 1966-67 C Series K Frame.

I've read that factory nickled guns had a "N" under the barrel. Open the cylinder and look at the bottom of the barrel where the extractor rod would be and see if there is an "N" there.

Beautiful revolver no matter what.

C & R = Curio and Relic, which means it can be shipped direct to holders of a collector's license without going through a FFL license holder.

The answer is no. It is far too recent.

This link might be a better place to ask the question...

Any gun that is 50 yrs old or older is C&R eligible. Far too recent if
made in 1966? According to my math 1966 was 50 yrs ago. Now for
those who like to nit pick and play the what if game the questions
about day and month give them lots of ammo. It really comes down to
what a seller wants to do because it's hard to believe the BATF has
nothing more important to do than worry about private transactions
and exact birthdays.

I didn't know that. Good info. The s/n in question was very near the last s/n for that revolver so it may be a '67 gun. At the very least I think "far" is unfair for the gun.

:D
