I have a Smith & Wesson .32 Long Cartridge Revolver (3.25" barrel). The serial number is: 390350

Can anyone tell me the date of manufacture?

About 1924/25.

That particular model is called the .32 Regulation Police. It was introduced in 1917 as a square-butt version of the round-butt .32 Hand Ejector that was first produced about 20 years earlier.

Good looking specimen.

Somebody at Smith & Wesson must have figured out that "Franklin" was an unrecognized, autonomous "territory" located in what is today eastern Tennessee. Thank you Smith & Wesson!

Anyway, my .32 Regulation Police revolver was manufactured in 1924. David Wilson was absolutely correct!
