State Concealed carry gun laws

So I will assume you retired from NYPD. That being the case, where does the NYPD spend their money? Are the high ups well paid or is there a lot of waste in the department? Grant money funds many things like laptops, overtime, special op units and other things. There is no excuse for a major department to not have the up to date things most departments take for granted. This is especially the case with a department covering the massive amount of area and people that are in NYC.

Yes, I am retired from NYPD. The Department is massive and always has been. At one point there were 41,000 cops. Just the payroll, and basic equipment is huge. It is very top heavy with supervisors and then civilian ranks. There are 76 NYPD precincts in all the five boroughs (Manhattan, Brooklyn, Queens, The Bronx and Staten Island).There are also 12 Transit Districts and 9 Housing Police Service Areas. There are 4 Highway patrol districts. There are seperate Emergency Service units (Other parts of the Country call it swat), Harbor etc. They even send NYPD cops to foreign Countries to deal with terrorism, etc. We have our own Police Academy, Outdoor range, lab etc. At the new WTC, NYPD is taking over command, getting rid of PAPD.

So with an organization this large, of course there is waste. So a major expense like computers is prohibitive. Officers on patrol do not carry tasers or stun guns, we do not have patrol rifles. We just carry a duty weapon and maybe a back up. In the outer boroughs, property taxes are relatively low, boosting our equipment would skyrocket taxes.

Jtpur: NYPD has had dark blue shirts for many years. In the early 70's they went to light blue shirts and a Department patch to "soften" our image. In 1995, we went back to the dark blue shirts. My Dad got otj in 1964 had dark blue shirts with removable brass buttons. The later incarnation had regular black plastic shirt buttons. So since 1845 to present, we had light blue shirts for only @ 25 years.

It is kind of like the Military, where they send you to do a job with inferior equipment at times. Remember the Humvees with little or no armor? Many times grant money isn't even pursued, because they do not want to abide by the stipulations.

Put it this way, my forum screen name is my shield number, on NYPD you are just a number.
 
A LEO cannot carry into a bar unless he is called there on official business.

That has to be a dept. policy. if State law it carries no weight. Under the LEOSA, LE or Ret LE officers are exempt from "no gun in bars" state laws. They can even drink as long as they are not intoxicated.

There was a court case where the Judge ruled for the LE officer in just such a case.

In Sturgis SD (MC Rally) a few years ago, a Seattle PO was in a Sturgis bar when he was confronted by some Hell's Angels. (Apparently the officer was involved in an undercover operation where several HA's were arrested

He was reconized in the South Dakota bar and a fignt insued. The officer ended up shooting one of the HAs. There was no dispute whether the shooting was justified. What came into play was the officer had a firearm, while drinking (not intoxicated) in violation of SD state law. He was charged with CCW and Having a Firearm in a Liquor establishment. The judge threw the whole case out stating the LEOSA (HR 218) Protected the officer from state CCW laws.

Like I mentioned, that may be a dept policy but if its a state law, then the LE officers are exempt, be it, On Duty, Off Duty, or Retired.

Note: The case above (Seattle Cop vs Hells Angels) was one of the main reasons for the LEOSA.
 
Now a bit about NYC Cops. In my LE career I had the oppertunity to attend several schools and courses with other cops across the country.

With out a doubt, the most fun cops to be around is NY City Cops. They are about the friendliest cops you'll find. Funny, Witty, Friendly, just about the best cops to deal with.

I don't know how they are when on duty, I've only delt with one while they were on duty. That was long before I got into LE.

I was in the army, a MP at Ft Devens. We were delivering prisenors to the stockaid in NJ. The guy who drove us was from NYC. He wanted to stay and spend the weekend with his family so bought us a bus ticket to Ft Devens.

We were setting in the bar of a bus station waiting for our bus. Picture this, two GIs setting at a bar, in Greens, with a 1911a1 strapped on, drinking beer.

Along comes a NYC Cop. I figured I'm gonna end up in jail, I've heard horrors about the Sullivan Law.

So the Cop sets down beside us, (he's on duty, in uniform), orders a beer and also buys us another beer. He starts jabbering a way. Just a good friendly conversation.

After I start to realize I'm not getting the electric chair for violating the Sullivan Act, I get the nerve to asked him about it. He simply says, "Hey soldiers are exempt from the Sullivan Law" and buys another round.

I know this is off topic, but the post about NYPD reminded me. I think I could write a book about my encounters with NYPD officers. All were enjoyable.

So if there is any NYPD officers out there. HERE'S TO YOU.

ps: I promise, some day I'll get back to NYC and pay that $35 parking ticket I got in 1969.
