Strange markings on Victory model.

I have a Victory Model, at least I feel sure it is. # 381653 is stamped on the grip bottom, barrel and cylinder. All three have a "V" in front of the #'s. Sorry to say it also has an import stamp on the left side of the frame under the cylinder, "VGA SAC CA."
My question is on the markings on the right side of the frame toward the front. They "look" British to me. What are they? See the pic. How badly does the import stamp hurt the value ? I figured the value at around $300-350.

VGA (initials of name of importer) SAC (Sacramento) CA (California).

I think it may be an Australian model. I am no expert but I recall reading previous discussions on such markings and I think they relate to service done by Aussie armorers. The 54 could be the date of the work. Many of these revolvers saw police use for many years after the war.
