Unless you disassemble the brake calipers changing the brake fluid won't do much for you. Sounds like a dealer recommendation to rip people off. Never mind I'm not a car dealer so I can't know anything.

Brake fluid is hygroscopic meaning it absorbs water. Not only (as stated earlier) does this lower the boiling point but it can and will rust the brake lines from the inside out.

I have seen this on three occasions, once at a boat ramp.

Brake fluid flushes actually do some good.
