Tell me what you think this is

All of those modifications could have been done by nearly any hobby gunsmith in their basement. As others have mentioned, it may have been used by a competition shooter and have many thousands of rounds through it, and have several worn parts needing replacement. Unless you could buy it for less than around $400 I wouldn't consider it. There are too many 686's out there in good condition so why waste money of an "unknown".
