Texas Concealed Handgun License Murder Rates

Texas is one of the few states that tracks crimes committed by concealed carry weapon permit holders. In Texas, the permit is called a concealed handgun license, or CHL.

The Texas Department of Public Safety has filed annual reports of the convictions of CHL holders from 1996 through 2011. They wait two years to obtain final conviction information before publishing the totals, so 2011 is the last year that they have data for.

The number of CHL holders that commit murder or manslaughter is remarkably low. From the DPS reports for 1996 through 2011 the number of murder and manslaughter convictions for CHL holders totalled 30 over the 16 years.

DPS also reports on the number of active CHL holders for each year. Those numbers were totalled to obtain the number of CHL holder-years. The total number of CHL holder-years for the 1996-2011 is 4,295,434.

The two numbers give us the ratio of CHL holder convictions for murder and manslaughter per 100,000 CHL holders. That number is .70 per 100,000. Yes, the decimal point is in the correct place.

The rate of murder and manslaughter for the general population of Texas averaged for the years 1996-2011 is 6.0 per 100,000.

I've seen other surveys done like the top 5 happiest cities and why. In the top 5 were Dallas, fort worth, and Houston. It links to women. Women have a security issue. If crime rates are low, and good people are armed, women feel more safe and happier. Men are more simple. Happy women make happy men.

The 5 most unhappy cities included chicago, new York, and san Francisco. Hmm...

I read a lot, so this is just something I read somewhere. I have no sources.

I wonder what the number of times in those 16 murders the fact they had a CCW was relevant? In other words, if someone shoots their spouse in a Domestic in their home, their CCW is not relevant in my mind. Whereas, if a CCW is in a store, robs it and shoots the clerk, then I can see where the fact the weapon was concealed matters.

Interesting stuff..........Those same type numbers,( favorable to carry permit holders) in my opinion, would probably hold true for NRA members as well.

Texas seems to do a pretty good job of screening who they issue a CHL too.

I can imagine an antigunner politician coming up with an analysis like
"Harumph..well, in areas with no concealed carry allowed, there are no cases of concealed carry licence holder committing murder, therefore, no concealed carry=no murder!"
