It looks like it's chewing the tie-on strap. They can taste the salt from your hands handling the strap. They will eat survey tape put up during hot weather. When I went bear hunting in Alberta, the outfitter said they had the seats eaten off two four wheelers and handles chewed. Bears have great noses and can pick up minute amounts of scent. Yours looks like a young one and they just like to play with new stuff too! :)

Must be something about those bear in Virginia...I have a cabin in Natural Bridge, up in the Jefferson National Forest. They trash my cameras. I had to buy steel "bear boxes" for them and they still rip them off the trees. I don't know what the bears think that camera is, but it is the first thing they go for. I had one tear up three cameras without the first picture of him doing it. I thought it was someone going up there messing around. Finally I put up two cameras, one on the trail and the other looking at that camera...got him, but he trashed them both anyways. I go thru about two cameras a year up there. I was up there last fall for a hunt and I thought I heard an elk bugling.
