I have heard that variant, but it does not stick with me as well as my version.Surprised I haven't seen this one:
"Even a poorly conceived plan, executed with vigor and determination, is far better than no plan at all."
(trust me, folks- this one will usually carry the day)
I thought the ending to that one was, "... is better than a perfect plan executed one second too late."
I learned my version from people very intent on teaching me to take some action without spending time even considering perfection. It was painted on a wall I often observed- under "extreme duress".
