Could it be a core winder for rebuilding old-style automotive generators?
It almost looks like something to "set" the teeth on a handsaw, but I can't see where the saw blade would clamp into it.

I believe it is used to make rope.
That is what it is I believe, a rope maker. I saw a home made one that looked like it had about the same action. I could be wrong. I have got to find something to leave my son like that so he can try to figure out what it is. My dad was a tool and die maker and I have a lot of tools/thingies that about which I haven't a clue. Wonder why Dads do that? I wish he was here to ask.
