Who works on/has parts the old S&W Model 3 Russian

a dear friend who knew no better broke the hand on our old Mod 3, by twisting the cylinder to check cylinder lockup, where can I get it replaced & timed?The cylinder no longer advances.

A new sideplate would be nice too, but not essential.
