just looked at my first two boxes of rounds (haven't even fired yet) and noticed this wierd hard looking wax on some of the rounds. the whole box didn't have it, just a few rows. I do know this round went through the mail so i'm not sure if that matters. Are these safe to fire? I have no problem throwing them out if theres any risk. thanks in advance.

Probably just an overapplication of whatever lube the mfr is using. Not uncommon with the cheap bulk stuff, but a thin film is sufficient. Some excess should not be a problem, but great globs of the stuff will gunk up your gun faster and require more cleaning. Maybe wipe down the particularly goopy ones with a clean rag.
In any case for at least the first 100 rds or so in a new gun I'd use CCI or one of the other recommended ammo brands to establish the weapon is functioning properly. If all goes well, then try the goopy stuff.

You will find that a lot of .22 rounds have wax on the tips, especially lead tips. It's perfectly safe to shoot, iv shot 100,000s of rounds and never had a problem, I think its because the casing and bullet are so small its put on there to keep the head or bullet from coming loose from the casing and spilling powder.

.22LR bullets are lead and must be externally lubricated. All you're seeing is the lubricant.
