Does it eject a fired shell?

Sound like a broken or malformed extractor - when firing, the extractor really isn't needed - the case is blown back against the ejector and ejected properly.
H&K, makers of the highly respected P7 "squeeze cocker" pistol (9mm gas retarded blowback action), used to brag that the pistol would function with no extractor at all - the only use for the extractor was to remove loaded rounds from the chamber. This is also true of any non-locked blowback pistol.

My Beretta 21a functions without an extractor.

I haven't fired yet. I purchased today and found it will not eject a live round. Odd because i have not experienced this with any other pistol i have owned.

Understood. Load a full magazine, work the slide with purpose to load a live round, remove the magazine, and then work the slide with purpose again, observing all gun safety rules. If you have already done that without success, you may have a broken part. Or a gummed up extractor . . .
Can you describe where that round stays when you rack the slide?
That is exactly what i have been doing when it fails.
Round stays attached to extractor and i have to use something inserted from magazine area to knock it loose.

That's an EJECTOR issue. The extractor is doing it's job. Lock the slide back or remove the slide and check that the ejector is actually there and not broken off.

The extractor is working ... check ejector ...
... brand new gun ?
It just may need a little shooting and breaking in .
Live fire changes the dynamics ... hand cycling and brand new may be causing the hiccups .

Well, we don’t know how far the extractor is dragging the round back. Like I mentioned, none of us are there . . .
Any chance to see pictures?
Really hard to even try any advice if we don't see what's wrong there.
