Is the bolt in the 'fired' position?
Striker/firing pin down and the bolt handle in the down position also?
If it is, you can recock it by holding on to the sear of the bolt in a smooth jawed bench vise. Protect it further with a layer or two of paper on the jaws and the sear itself.
With the bolt clamped by the sear in the vise,,simply lift the handle as if you were opening the bolt if it was in the rifle.
That will pull the firing pin to the cocked position. Now engage the safety..sometimes you have to push the bolt ever so slightly forward while the handle is up to get the safety to engage when doing this.
If it does,,push the bolt body forward by the handle and at the same time try engaging the safety. It will engage when the small half round cut in the pin alligns with the safety stem.
Keep the bolt secured in the vise tightly or you and it will go flying as you push on it!
Take the now cocked and 'on safe' bolt out of the vise and place it back in the rifle.
