... You said the man likes guns, and is unhappy. That sounds like Hollywood. Far from having a well adjusted happy guy who likes guns. Not the PC cup of Darjeeling.

The reasons for the main character’s unhappiness would make any normal man unhappy. While I don’t recall the movie making any obvious points about guns..... well, let me take that back. At one point a child with a BB gun is chided appropriately to consider all guns loaded. I’d say the tone of the movie is sympathetic to gun ownership, with guns simply being a needed and normal part of life, and tools of the trade to a hunter or LEO.
 
As to the Wildlife agent not having any authority on the
reservation, that is well established, more than once.

I won't go into details but I will say it seems that those
who haven't seen the movie are making a lot of
assumptions about the story line and characters
and who are suspects and who are not.

In fact, it's not even established officially that a
murder has occurred for most of the movie.
