Barbour makes just the jacket you’re looking for. Orvis carries some that meet your requirements. eBay often lists some.

Barbour is pricey, but well worth it. I have a couple that I’ve used for the last 10-15 years.

I use a pocket holster for my J Frame wearing jeans or trousers. Using a pocket holster in a jacket pocket removes the option of shooting through the pocket should it become necessary.
