LEOSA Qualifying Applications?
I just ran across these links indicating an Application to carry under the LEOSA HR218 Law. Is this something some enterprising group has
setup to regulate and charge for this? I never heard of this. Is this a State requirement. As far as I have heard all that is required is an Active or Retired ID from a LE Agency and to qualify annually

I've never heard of any application. I do my qual each year and my agency issues me an updated card that I keep with my retiree credentials.

Qualifying? If we are ACTIVE LEO's or RETIRED that appears to indicate our eligibility along with yearly qualification. Sounds like some groups are trying to insert themselves into an already lawful process to make money.

Read the regs to determine the requirements for eligibility for both active and retired LEOs.
It's pretty straightforward in regard to the necessary credentials and methods of certification (qualification).

Here in Arizona we have a few options, (1) Qualify with your own dept. They will give you a card or a new ID card. (2) fill out state of Arizona application found on the Arizona Department of Public safety web site, That qualification can be done by a LEO organization, or instructor or a NRA instructor putting you through a AZPOST course of fire. (3) go to some cottage industry all day class pay about $100 and leave with a certificate that you have to send into the State to get your LEOSA card. I think some way, some how, all states make us jump through some sort of hoops to get LEOSA qualified.

I was a badge toter in Alabama for 25 years and retired to the mountains of Virginia. A local sheriff's office here does my qual and gives me a card.

Similar here in NC. Since the feds won't qualify their retirees, I go to the range with the local sheriff's office yearly and send my paperwork to the state DOJ (with a money order) and get back a certification card.
That certification card and my retired creds are all that is required.

Ret CDCR. Qualify annually, reapply every 5 years when ID expires. On my second ID. Only have to show qualifying cards signed by an RO for each year.

Some relocated retired LEO's have trouble finding a local agency to do their annual qualification. A void that needs to be filled . . .

When I was thinking about moving back to TX, it took me little time to find a retired certified officer willing to do that for me free.

Did anyone bother to read the site? It has information for military police folks. Not all of them are familiar with where they fall into the scheme of things.

Exactly, Also each state manages LEOSA and not necessarily the same. If you retire in state A and stay in state A its easy, qual at your old department and receive ID. However, if you retire in state A and move to state B, you have 2 options: 1. return to your old dept. yearly to qualify or 2. Qualify in your new state by their rules which may require and application and letter to prove you are a qualified retiree. Costs can vary also.

MA did a number of things that violate the Fed Law. They require that you possess a MA LTC in order to qualify for LEOSA qualification each year, Only MA Retired Municipal and State LEOs can qualify in MA. So Feds and MIL must qualify elsewhere as do those that retired from Non-MA departments. I am a state certified LEOSA instructor and we are forbidden from qualifying anyone other than retired MA Munis and MA State Police officers. It sucks, but nobody is going to waste the $10+K to fight it in Federal Court. Each year I pay a retired MA State Trooper to keep my qualification up, although I might be able to do it with my former department (never asked).

That's very disturbing. Not unexpected given the MA position on firearms in general, but if the state is allowed to ignore the federal regulations that creates a very bad precedent in this arena.

Well it took MA 4 years after it passed to write the regulations that violate that Fed Law. I was at the hearings and it was surreal. I heard that the Mass Chiefs association (MCOPA) had lobbied against LEOSA and they have a lot of influence on the regs that are written, so we have what we have!
