I never know for sure what I am testing when I go to the range…the gun, the ammo or me.
By the gun is mechanically reliable and no obvious defects for example overclocked barrel, feeding problems, gritty trigger pull. This type of problems are generally easy to diagnose.
Ammunition is tricky. .22 L.R. firearms are well known for being finicky. Centerfire changing bullet weight, style of the bullet and especially with reloaders powder and powder charge, bullet weight, etc.
Finally there is me. Jitters from drinking from too much caffeine, not focusing on front sight, inconsistent trigger pull, etc.
If my gun was shooting as close as you are I would pause on the file and hit the range at least a couple more times. How are holding the gun when you shoot it, from a benchrest or standing two hand grip, what distance? Are you testing with self-defense ammunition of choice?
