FFL Fees

In Fl the FFL is charged the NCIS $5 phone call. They get a separate bill for it. So for a busy dealer that $5 per phone call adds up when they get their monthly phone bill. They still pay it even if the person is denied.

If you pawn a gun for a loan, when you go to pick it up and pay back your loan, you still have a background check and pay the $5. to get your gun back.

So they either charge you separate or just add it to the price of the gun.

The phone call is not free.

If you buy two at once, only one fee, but the dealer has to file a report of a multiple purchase.


Never head of this? Can you cite the regulation/statute that states this??

I have no idea what they charge for a transfer fee around here. Never wanted to do one really.
Most of the shops are around thirty bucks, Caje. I had found one near Richmond who charged fifteen, but then tried to collect sales tax on the gun (which he wasn't turning over to the state). Probably some table top dealers who are a bit cheaper.

Used to have a shop in Woodbridge that charged $25 per form, which was nice, I transferred five receivers at once through them. Changed their rates to fifty each, pretty much killed their transfer business.

This is incorrect.Once the transaction on one gun is done, it's done. If you buy another gun the next day or 2 weeks later it's a new transaction and requires a form and new background check and phone call.

Correct. More guns can be done on one call in, but they must all be transferred at that time using the same approval number as listed in block 21b. of form 4473. Block 30a. of that same form requires the total number of firearms transferred to be listed.

What the man was talking about was a multiple handgun transfer form (don't remember the number or the Fed Statute no) and must be done if a transferee receives two handguns within 5 GOVERNMENT business days. This is a form which the transferee doesn't normally see and has nothing to do with a 4473. And yes if you leave the dealer and come back you need a new 4473 and background check.

Thanks for the info on the fee for the phone calls. I understand now this is a state fee. We don't have that here as we call directly to NICS.

The call to FDLE (Fl Dept of LE) is tied to NICS. Same thing.

Out here in the land of low taxes, they make up for it in fees. NICS is $25 and unless NV has settled its issue with BATFE, it applies to all, regardless of CCW. My usual FFL raised his transfer fees to $30/gun last year. $35/gun is typical and $50/gun not unheard of.

Rule3, NKJ nut, and Pecos Bill are correct about the transfer paperwork. Also, most states have no requirements beyond federal law and there is no fee for the NICS check or anything else associated with transfers under federal law. Unless you live in one of the few states that have additional state fees and hoops to jump through, any fees paid to the dealer are for his efforts only and the amount of that fee is the dealers choice.
 
It's been a while since this happened, so the rules may have changed. And it could be, since we deal with FDLE and not NICS, we have different rules than the rest of the country. But my dealer told me that the call-in was good for three days. If I bought a rifle on Monday, and then came back Wednesday and bought another one, he'd just add that to the bottom of the 4473. But it was only good for three days. If I bought another one Friday, that was more than three days later, so we'd have to do another 4473 and another call-in. And it was only good at his store. If I bought a gun from him and then drove down the street and bought a gun at a different store, even though it was still the same day, they would also have to call me in.
