Black powder guns were not exempt from the 9/1 "sensitive places" law.
 
The new law is already receiving some heavy pushback from the religious community. In NY, the democrats have bent over backwards to win the vote of the Hasidic population. That community is tight and they vote 100% one way. There has been a big uptick in anti-Semitic hate crimes in NY and members of those communities do not take kindly to being told they can't carry to protect themselves, particularly at their houses of worship which have been targets. The Governor is catching some major heat over it. Don't think she saw that one coming.

numerous mass shootings, and attempted mass shooting happen in houses of worship. NOT seeing push back coming, and the obvious legal right to protect themselves and fellow worshipers in the houses of worship is just indefensible.

Houses of worship are likely the type of location Justice Thomas had in mind when he penned that restricted areas only being designated sparingly.

NY State officials and courts could not care less what religious groups think about the new laws.
They know they have the Jewish vote locked in no matter what.
 
AFAIK, the new Law redefined 'Rifle' and 'Shotgun' in the NYS Penal Law.
This to include Muzzle loaders of both, Repro, orig, cartridge chambered for those calibers not currently mfg'd. etc.
This will make any M/L transaction go on a 4473/NICS as well as any Fed Status Antique cartridge firearm if I read it right.

Here is a copy of the orig NYS Penal law with the edits and what the New Law has added/changed.

The Rifle & Shotgun terminology changes start on Page 20/line 39.

The storage requirements are all in there as well as are the Background Check 'Fund' (Fee), the Change over the the NYSP being the Point of Contact for the NICS Check,,the Ammo background check, etc.

Republican Governor Candidate Lee Zeldin (Jewish) appears to be doing well with all groups and might be a surprise in November...so vote!
