On November 18 voters in Oregon passed Measure 114, which effectively bans all firearms sales in Oregon. This measure mandates that firearms purchasers have a permit to purchase. The measure takes effect on December 8. There is no administrative arrangement in place to issue these permits, and they are a "may issue" arrangement. If allowed to stand this would effectively ban gun sales in Oregon effective December 8.
Various entities, including an Oregon Sheriff, have filed a federal appeal which is scheduled for December 2. In the light of Bruen it seems highly likely that the appeal will be upheld and the state will be enjoined from enforcing Measure 114, which also bans "high capacity" magazines.
