I think 9 million rounds of .22 borders on excess, but that's just me, YMMV.
Have a friend that has north of 250,000 rounds of .22 LR and he is still buying.

I hear ya. I'm thinking of joining AAA -- Ammo Accumulators Anonymous.
let me be clear..I have 9000s rds of 22 lr and another 1500rds of 22 shorts and 1400rds of 22mag. I have soooo many 9mm and 38/357bullets its not funny. I keep buying 22 because I cant reload it.
I keep everything except 22LR in 30 or 50 cal ammo cans.
I'm to the point of running out of space for them. I'd hate to store them in my garage or shed.
