Nothing to do with the factory. Those devices are sold by a 3rd party to be added by the gun owner. I see them sold at local gun shows. GARY
Common NO. Those devices have been around a while but all I'm familiar with were secured behind the grip. Never saw one bolted onto a slide, but I'm not a expert, but also would not be a owner!

Looking more at your picture it looks like to me that the center of gravity is quite high where that clip is positioned. Looks like it could be quite wobbly! (AKA not too secure)

I wonder if this WAS supposed to be a pocket clip, but in either case I would worry that the gun would simply fall out. At least from the pics it does not inspire much confidence. Not on its own anyway, lol.

Looks like a ClipDraw. It's not "bolted onto" the slide. The bottom piece is held onto the slide with an adhesive strip. The top piece with the clip screws into the bottom piece. You can attach it at various heights along the slide to suit how low or high you want the gun to ride. If desired the clip and underlying adhesive strip can be removed from the gun and you would never know it had been there.

Use heat gun - remove tape. Enjoy pistol.
Why wouldn't the seller take that piece of junk off before putting it up for sale?
@KFrameKeith: I don't know the answer to that. The seller has over 50 items on GB, and they seem like a very busy shop in Illinois. I assume that removing a clip with a heat gun or chemicals, or cleaning a used gun, just takes too much time away from doing business.
As for me, I honestly did not know what to make of it, or why it was so far forward on the slide, so I assumed it might be part of some other piece of gear like an under dash kind of thing.

Update...
I don't like leaving open ended threads, so for anyone else who may wonder the same thing in the future:
As someone else said above, the clip is attached to a base by two tiny hex screws. That base is basically a strip of metal between the clip and the slide. That strip is backed by a soft rubber adhesive tape probably double-sided tape similar to the type used on cars.
Neither the screws nor the metal strip touch the slide, but the bond is pretty secure. I have not tried taking it off completely, but it looks doable without scratching up the metal of the slide.
The gun is in overall better shape than I thought at the price. Too nice to be the "beater compact" I was expecting.
No obvious scratches or big scuffs on the slide, frame, or grips, just a little dirt I blew out with a can of DustOff. No stamps from a LE agency either, so this one is probably not a trade-in.

I put one of those things on a S&W Shield. It screwed into the back plate on the slide. I wanted to like it and it seemed like a good idea, but it just didn't work out for me. I took it off. YMMV of course.
Maybe soak the strip with Goo Gone and heat it up , nice little pistol If needed can down load S&W manual in PDF
RufusG was correct. It's a special 3M strip. IIRC, if you can get hold of one end of the tape with some needle nose and pull/stretch it, it should release. I put that on an Xds. I've never tried to remove it though. That one does look poorly positioned. That gun is pretty safe to carry. I carried my 669 just Mexican style W/O a clip in the past a whole bunch. I try to be a little more secure now days.

That was very tenacious adhesive. I should probably look into buying some 3M stock after this...! I got it off with the help of a little heat, some small plastic tools, and dental floss.
Everything else was pretty clean, I just had to blow some dust out with compressed air and wipe the frame off. The pic below was after the compressed air and before a very superficial cleaning.
