A question on the law that I do not understand.

Hopefully someone here can give me a reasonable answer.

I always thought criminal proceedings took precedence over civil ones i.e. if a person(s) are brought up on criminal charges for a major crime...that would be dealt with in the courts first with the civil coming afterwards.

I'm not going to mention names and will be somewhat general about the case suffice to say it has been in the headlines this past week and the persons involved are well-known.

The plaintiff in this case filed the case in civil court against the two defendents. The details in the case as submitted to the court were disgusting, horrific, and should have been taken to criminal court IMHO. I had a chance to read these claims directly from the court documents.

I know every jurisdiction is different and that criminal and civil courts are different, but I can't understand while accusations of the magnitude were not referred to law enforcement to begin with.

Can someone explain WHY this is the case?
