Serial numbers are a little out of order and nutty in this area, a phone call to S&W might get you a closer date. Otherwise, I would guess 1983 or 1984. The pinned barrel went away around 1982 and yours is not pinned.
I'm curious if someone else can chime in regarding the stamping on the butt, right side that shows a number 5 inside a heart. I've not ever seen that from S&W so I wonder if that is from the LE Agency that issued it.
I will say that it appears to definitely have been used in service/duty and carried a good bit. I don't mean that in a condescending manner, these guns were fantastic tools and remain completely serviceable and lovable. I've got a 64-5 that is in very similar condition and it's a helluva shooter on any and every range day.
Additional information...? Well, original issue stocks from S&W would have been the wood magna stocks, they look decent but in the opinion of many (most?) including myself, they are not at all good for actual shooting. They wouldn't be difficult to find not crazy expensive if you wanted a set.
Ammo? .38 Special +P is fine and will not harm this revolver one bit.
Price/"value", as pictured this revolver trades anywhere from $300-$400 or so, depending on the local market and who is offering it.
