Another beginner question.

I have been getting acquainted with my new rifle (M&P sport). I noticed that I cannot move the safety lever to safe unless the rifle has been cocked. Is this normal?

Again like I said in my last post I am 100% new to AR style rifles.

Yep, perfectly normal. In fact, if you could move it without being cocked, it would be broken. It's actually one way you can check to see if the gun is cocked when the bolt is closed.

So don't worry about it. This is a good thing.

Common question with new M&P owners. I had the same question myself, thinking that something was broken. My question was answered on page 21 of the owners manual, which says, " NOTE: When handling the M&P Rifle; if the safety selector does not easily rotate to the "SAFE" position, DO NOT attempt to force it into "SAFE". While keeping the muzzle pointed in a safe direction, remove the magazine, and lock your bolt open and then rotate the safety selector to "SAFE" before proceeding."
 
Feature common to a great many military type semi-auto rifles. If you can't put the weapon on safe, there's no need to. Also, a hint that you just might have forgotten something.

However, the question does bring up the point that the owners manual was included for a reason. Reading it will be most beneficial.
