Box Labels

Would somebody let me know what the "INS" and "PKR" mean on the upside-down label on the 1970s blue boxes? Thanx!

I'm going to guess Packer and Inspector, each initialed by the respective workers as the guns were put in the boxes with the accessories and inspected prior to shipping.
 
db is right on. The bottom of the box fit into the top which was then upside down as it went through the Factory. This way, the inspectors and assemblers did not have to keep turning the boxes over to write on them.

A quick note is that sellers that put "fake" labels on a box to try and pass it off as original, usually do not realize to mount the label up side down! Classic mistake by swindlers!!!
