Okay, just as an aside, I didn't see the answer to the question - how do you know when they're carrying? Open carry I understand - - did I miss that somewhere?
One of my anti-gun friends (yes, yes, I don't know why I have such friends, and he knows I carry every day) asked me at a big birthday party a few years ago, held in a doorman secured, high rise condominium, "What do you need a gun here for?"
I replied that I did not think I needed it there. I said I needed it to get from my house to there and home again. That was that.
Every so often I visit at his house. Last week he says to me "This a free zone." I had no idea what he was talking about so I asked and he tells me my gun is unwelcome in his home - well, not in so many words - I guess he just said "Gun free". I laughed and said "Do you see a gun?" His gun friendly sister pops in with, "It's in your pocket." I chuckled and said, "Maybe" and did nothing else and the matter dropped.
They KNOW. But, otherwise, how does anyone KNOW if you're carrying concealed and doing it correctly?
