Federal 9mm 147gr HST with sealed primers

I recently purchased some Federal 9mm 147gr HST in the new packaging and the primers are sealed. I have a lot of 9mm HST and none of it has sealed primers except this new batch. Anyone else notice this?

My guess is that they did it to meet the requirements of some police department order and had some overrun, so the just sold it in the normal packaging.

Not all primer sealant is easily visible. Some of it is clear.
