This is a link to a letter written by a US Army Lt. who was at the latest shooting at Ft. Hood.
It doesn't appear to be political, and ought to be circulated or referred to in your meetings with city council, or government representatives.

Great letter, but unfortunately it will fall on deaf ears and more probably ruin his career, him--an officer no less--being viewed as a troublemaker publicly spouting his negative views of his superiors.

The typical military response to any problem is what I always called the shotgun effect. When someone does wrong, instead of dealing with the individual and thus setting an example for others not to do the same, they create a hoard of new regulations that in essence punishes all for the actions of one. I saw this happen time and time again during my 20 years of service, and often during civilian employment--usually invoked by a manager/boss who was previous military, a learned response.
