Great letter, but unfortunately it will fall on deaf ears and more probably ruin his career, him--an officer no less--being viewed as a troublemaker publicly spouting his negative views of his superiors.

The typical military response to any problem is what I always called the shotgun effect. When someone does wrong, instead of dealing with the individual and thus setting an example for others not to do the same, they create a hoard of new regulations that in essence punishes all for the actions of one. I saw this happen time and time again during my 20 years of service, and often during civilian employment--usually invoked by a manager/boss who was previous military, a learned response.
