Gunsmiths in KY that can change handguard

Are there any gunsmith's in the central KY area or nearby that could exchange a handguard (have to have the Tactical tool?)?

You will need that tool to remove the handguard. You could try and make one out of PVC, there is a thread floating around about making one, but it never worked for me. If you really need to remove the handguard then I would spend the money on a quality tool.
