Many polls are conducted of just a few hundred folks for an entire nation. 100% of all 15-22 owners around the globe need not be polled to get a fair idea of how the rifle performs.
That's correct if it's a random poll. If you randomly ask 15-22 owners then the poll is representative. An internet forum is anything but a random sampling because the concentration of people that visit most forums are looking for support or information. That very fact sways the sampling towards those with a problem.
A majority of consumers don't visit support forums unless they want to solve a problem or look something up. If you assume 100,000 15-22 owners exist and that there is a 30% defect rate, that would equate to 30,000 defect guns. If only 5% of those 30,000 owners (with or without a problem) visit the forum, that would be ~5,000 unique visitors.
I don't have forum stats available since I'm not a moderator/administrator, but how many S&W forum members only frequent the 15-22 subforum and have actually posted a problem issue on the subforum?
If only 20% of the 5% (i.e. 5,000) that visit, posted a problem issue, there should be 1000 unique 'problem' posters in this subforum. In order to be representative, everyone with a problem that visits the forum must post their issue(s). I've visited forums to look up a solution and never posted. I'll concede that the problem may very well be big, just not that the forum is an accurate representation.
It's pointless to drag this on because only S&W knows the real defect % for comparison to the poll here, and both of our arguments make some assumptions. I've also spent enough time on firearm forums to realize that it's pointless to argue with anyone with 1000 or more posts or a moderator because they are never wrong.

Besides, what's the big deal with the defect concern anyways? If there is a legitimate safety issue, then a real recall is definitely appropriate. Granted, for those that have had a problem, the problem is real to them. I have full confidence that any current American firearm manufacturer (i.e S&W) would institute a safety recall when appropriate. Ruger has had several recently. For all other issues, that's what warranty service is for and S&W's is top notch!
