I agree with lead.....
Can be a chore to remove, but there are products out there that will help a lot. I use a Birchwood-Casey lead remover cloth. I am certain there are many other products, some of which likely work better.

Looks like lead to me. Two really good options for getting the lead out of a barrel or chambers. The Lewis Lead Remover. Those things work great! If you cannot find a Lewis Lear Remover kit or simply don't want to pay for one, get some copper Chore Boy pot scrubbers. Make sure they are 100% copper and not cheap, copper plated steel. Cut some strands of the copper, wrap them around a bronze bore brush and proceed to strip the lead from the bore and/or chambers with no damage to the revolver or its finish.

In lieu of buying the Lewis product I second the comments above and it won't hurt your wallet nearly as much as the Lewis-if you can find one!

Been there done that!

Tried both methods of lead removal, even fire lapped the barrel. Same thing

Yes it does look like lead to me too. I had a lot of lead issues when I first started out. I went to a larger diameter bullet and a slower powder. Now just a wet patch and a dry patch to clean it. Once in awhile I run some JB bore paste to keep it slicked up.
