We will see how Va. turns around in a few weeks, bet there will be many, many jobs “ open up”. There is a standing joke, “ whats yellow and sleeps 6?"…………………VDOT truck…Can apply to any states/ commonwealth.

Not even if they passed legislation to do so? I guess it comes down to how the state constitution is written.

I have fought this battle before with the state. Basically, state employees work for the executive branch so they do the hiring and firing, not the legislators. Any discussion beyond that gets into a realm of discussion outside the forum rules, but I certainly get your point.
