First, Governor Jello has to sign it. Not a given. The state Police will then issue more specific guidelines for training. I'm eager too, but we just have to wait a little longer.

I think we all have to relax, the governor has not signed it into law yet. The powers to be are not going to let CC happen without a fight. The newspapers are advising him to veto the bill.
 
The Illinois State Police are required to establish training requirements and a list of approved courses within 90 days of passage. Applications will be accepted within 180 days.

At present, the bill is on Governor Quinn's desk, awaiting signature. He has several choices: Sign the bill, veto the bill (the next override session is 10/22), veto the bill with amendments, or let the bill sit for 60 days, whence it becomes law without his signature. There are more than enough votes to override a veto, and all of Quinn's previous amendatory vetoes have been rejected nearly unanimously by the Assembly.

The 7th US Court of Appeals struck down Illinois concealed carry ban, but gave a 180 day stay, which would end June 9th. Earlier this week, Judge Posner granted a 30 day extension of that stay. When the stay expires, Illinois citizens with a FOID card will be able to carry in any location not prohibited by local law under home rule authority. There are 220 home rule communities, which would create a nightmare patchwork of enforcement. Many of them are scrambling to pass such laws in anticipation of the typical Illinois SNAFU.
