St Paul was an easy train ride from Billings, Yellowstone County seat. He could have had a relative that worked at the shop and could get a discount. He could have had a prisoner transport and seen the gun in a shop. The local hardware store could have bought it's stock from the distributor in Minnesota.

Then as now, we aren't the easiest place to get things to.

I agree that the last number is a 3. The top line of the number 3 is straight across, while the 5 h as a curved top.
