No its true! I first read it on one of those copy machine jokes that used to go around before the internet. Was there such a time? Only President Reagan sent the letter, forgave and pardoned Hinkley, included Hinkley's gun and bullets in the package and in the PS informed Hinkley that Jesse Jackson had been pimping Jodie out.

Back when I saw it it was G. H. W. Bush writing the same about Clinton after the 1992 election.

When I first saw this joke it was written by Reagan and the guy doing Jodie Foster was Walter Mondale (when he was running against Reagan in 84) and it was printed on White House letterhead.
