99K to 124K dates to 1981 (R. G. Jinks, History of S&W, page 190). 04548 is an assembly number stamped on selected parts and the other markings were stamped by craftsmen who assembled and inspected your revolver.

99K1166, a Model 17-4 with a 8 3/8" barrel, shipped March 1982.
99K4023, a Model 17-4 with a 6" barrel, shipped Feb 1982.

Based on a note I got from Roy several years ago, 99K numbers were assigned in 1981. Of course, a revolver with one of those numbers could easily have shipped in 1982, as evidenced in Targets Guy's post.

my Question is why does it have two 9's 99K?
Because all the serial numbers with one digit before the K got used up. After that, they went to two digits before the K, and so on. There were never more than 6 total numeric digits, but sometimes there were fewer. There are two known revolvers with seven digits, but those were historically significant and went to the museum (not sold).
