Two questions come up.

Can it be made into a working firearm and if it originally had a S/N is it legal?

Is there any reason that “DUMMY” cannot be the serial “number”? Does it have to be a number? We know there are serials with letters and numbers so why not all letters? Too tired to research that right now…

The side plate screws will not budge but I could see under the plate with the stocks removed and there are no internal parts other than the trigger and hammer.

Since there are apparently several S&W's marked "DUMMY" on the butt I am not sure you could call the word DUMMY a serial number? But I may be wrong....this is the first of these that I have ever encountered.

Quite the interesting Model 58, even if it is a non-functional revolver.

This one has NO rod or other obstruction in place....the barrel is rifled and if when you insert a dowel into the barrel it goes to the recoil plate.

The cylinder latch will not move.

If you want to try and soften the epoxy one might try methyl ethyl ketone (MEK) it will tackle most epoxies given time and a little heat,
