More than likely, now that he knows that you're "staring at him" he probably won't be back or bother you again. He doesn't want folks watching him and what he's up to.
Yes, report it to the Sherrif's Office. But I'll bet you won't see him again.
 
Lot's of good comments here so, I won't double up. I do agree that you handled it OK.

One thing that hasn't been specifically said yet is, you did well to stay put. If you have moved toward him, even if it were just to hear better, that could have made him think you were being the aggressor. It's always a good idea to make the assailant come to you. It shows intent and removes any doubt as to who the aggressor is.

I also agree that you should call the sheriff. There isn't anything they can do at the moment because nothing happened. However, it gets the incident on record. Should anything happen in the future, you will have a record of past aggressive activity. This will help you should you need to defend yourself.
 
WORST IDEA EVER??? SUGGESTING ARSON?
This comment seems to have been made about my post indicating that "....There are possibly ways to get rid of the structure very inexpensively, especially if it is wood frame stick construction."
For the record: I did not, nor would I ever suggest arson. I am a firefighter, and spend too much time risking my life to save property that someone has intentionally torched. My thoughts, that I regretfully did not include in the original post, were to consider contacting your local fire company and volunteering the structure for a training 'practice burn'. These controlled burns provide great training for firefighters, and save thousands of dollars in demolition fees.
Please forgive my inability to express myself concisely. It is amazing to me how things are sometimes interpreted.
