New (to me) 15-4 - What does the W.L.E.A. mean?

On my S&W 15-4 on the left side of the frame I have:
"W.L.E.A." - Can anyone tell me what that stands for?

I think it is some law enforcement entity, but I don't know which.

These things are always hard to track down. It is obviously a stamp that could relate to a police agency security organization or even something ( not saying this exists just an example) western Louisiana energy agency. Unless we are lucky enough here to have a member with a similar gun who did prior research or was a member of an agency that aired guns the same way, it is usually never figured out. Since most guns go to a distributor who sells to agencies most times a factory letter will not help either. I find it interesting to research these and try to figure them out but often these things remain a mystery
