I don't see any indication that it has been sleeved. There wouldn't have been any reason to do so. Besides it would require making custom parts which would require a ton of extra labor.Any chance the barrel is sleeved?
I put them on my Kimber K6S , because I wanted the load I carried to hit exactly where I aimed.Once again what does a 2" revolver need with adjustable sights?
Only in the movies and on TV did I see that.
Highway Patrol show saw the guy shoot one at someone at least a 100 yards away and hit the bad guy.....

The serial starts with N548.Im curious how early that your 28-2 serial is ?
The 19-2 snub had a small test run in the early 60's but became a standard item by sometime in the the mid late 60's.
If someone put the time and effort prior to the 19-2 snub I get it but after the snub 19-2 became avaialble a snub N frame .357 really doesnt make much sense IMO.
I have handled a Jovino .45 acp snub, great gun and same barrel profile ball detent iirc.
Ps isnt that pic of a "sleeved barrel" actually one of those two piece shrouded barrel S&Ws ?
