NICS and record keeping...hmmmm?

A friend of mine purchased a handgun yesterday and while the clerk was doing a background check with the FBI, the clerk took down data about the guy's
last three purchases which the NICS guy had looked up. The purchases spanned a 3-month period.

This was not requested by the clerk, a veteran gun shop man, and he commented that the "rule" about not keeping record-of-purchase after 30 days suspect. He did say only this one NICS checker did that but apparently the records are not being expunged, at least not quickly.

I would guess at least not "ever" rather than "quickly".

In some States the gun store is not dealing with the FBI, they are dealing with a State agency that does the NICS check. Here in Illinois the State Police do the checks, and I'm sure they keep all the information they can about each transaction.

The Oregon State Police perform background checks. From the random pattern of "approval delays" it appears they are not keeping information. I've had guys say they know they'll be delayed and sometimes they are, sometimes not. Other guys have bought 20 guns and get delayed for a purchase and then approved for a separate purchase 2 days later. I think a pattern would emerge if the State Police were retaining info. Or not.
 
Aren't these two different issues? The NICS check by the Feds and an FFL holders books? I always assumed that the FFLs were required to keep all transactions on their books forever, and that the ATF could come calling to check whenever they felt like it.

No?
