A friend of mine just bought a 19-3 with a pinned Boughman style front sight that sits on top of the ribs on the barrel. I'm thinking the barrel was either shortened or replaced. He says it was made in 1969. They didn't pin -3 sights, did they?

The ramp base is correctly pinned to the barrel on your friend's revolver. I am not sure when S&W started forging the ramp base with the barrel on the four inch length, but it was sometime after 1970. It was earlier for the six inch length.
