I m recently looking a 1978 model 36 no dash chiefs sepcial unfire. The seller asking $700 of it. Do you guys think it is little bit too high?

Welcome to the forum. Yes I do. You can get a Colt Detective Special for less than that.

Keep looking around; gun broker, Guns International, here
 
Depends... truly unfired, or "appears to be"; flat latch or not; original grips; with box and papers; overall finish (cosmetics). If you're looking for a user you can do better but if you want more of a collector piece and value condition and originality and specifically want the S&W 36, the price goes up.
 
Depends on the other details.
I was recently looking at a 36 no dash 3" nickle with box in Ex to Mint condition and he was asking $725.
Nickle and 3" both raise the value.

When you live in California you can add about 150-200 to the price of a quality gun. I just bought a pre 36 snubbie for my wife and had it shipped in. $335 shipped. Shooter grade flat latch about 85%. I have been looking at the same site, you saw this one on for about a year and there have been very few. You will have a hard time finding one in that condition regardless of the price. You can only ship C&Rs inside the state so you have to add driving costs, twice, to the price.
 
If it's online, it shouldn't matter to the regular customer where it is located (disregard C&R and local price issues).

Simply put, even LNIB it's too recent vintage for that kind of money. If it were an early, like 1950s flat latch with collector appeal, different story. No matter how nice in the description of the seller, a used Model 36 can be had for below $500 with a bit of looking.
