Replacement of firing pin bush L Frame

Can the firing pin nose bush be replaced in 686 L Frame, currently the nose bush is recessed back from frame. When fired the primers comes back causing high primers.

Yes, the firing pin bushing can be replaced, but it is a job for the factory or a well-equipped gunsmith and shop, not something for the hobbyist to tackle.

Early M686 revolvers were recalled for firing pin and bushing replacement.

Is yours one of these guns? The box should be stamped with a red M in a circle, and the gun should be stamped in the crane cut with an M in a circle if it has undergone the recall modification.
 
With the correct tools and correct replacement hammer nose and a new bushing, the replacement is a snap for someone who knows what they are doing. The average 'smith on the corner will not fit that description. IIRC that recall is still 'on' and valid, so if your gun is not marked with the M mentioned, contact S&W and I think they will send you a shipping label, replace the hammer nose (firing pin) properly for you with the correct one and send it back for nothing.
