Would it Play in Peoria? You are right, the possibilities are just about endless. Knowing where it originally shipped (letter) may help, but even that might just get you to a major, regional distributor.

I recall when the Cal. Youth Authority 64s hit the market a few years ago. Someone in CA didn't want guns "on the street" and wanted them destroyed rather than sold while others said why waste hundreds of thousands of dollars the guns would bring. So they compromised and sold them out of state. Apparently they didn't care about "guns on the street" if the streets were in other states.
 
Providence Police Department. In 1977 the Providence Police hosted the National FOP conference. As part of that activity there was a pistol match in which it was necessary to shoot an issued gun. These were part of a batch purchased for PPD. The PPD had over 400 officers at the time. I did well, but it's snowing and I'm not going out to the barn to check the trophy. My department (Woonsocket PD RI) switched from OP Colts to M64 HB within a year.

Only way to confirm is a factor letter.
 
Not to bring a horse of another color ,I have a Colt new police 32 cal .with P.P.D. engraved on the back strap with a S/N 48273,it has a 3" bbl, also
has POLICE POSITIVE on the right side of the barrel
