When I had an FFL in the 1980s they not only wouldn't ship guns to non-storefront dealers, they prohibited distributors from telling us the prices on new guns.
 
S&W ships guns to individuals every day. Individual distributors, individual dealers, individual gun writers, and individuals who have sent their gun back for repairs or modifications. Having said that, I think you meant to ask when did S&W stop sending guns to individuals who sent order to the factory for a gun. I don't think they have ever stopped, however their "policy" is to only deal with authorized distributor/dealers in most cases, but when it is to their marketing advantage to send a gun direct to a VIP, it will happen. It may be delivered by a sales rep and charged to the Advertising account on the books ( meaning: It won't letter in the future, except as "Open on the Books") Also, like in many situations, monet talks. I have a collector friend who can write seven figure checks and never miss it, who wanted a special S&W revolver with special engraving. He indicated his wants to a recent President of S&W, and for a price - guess what? He got the gun, presented by the President to him! The down side was that he said "Gee, Ed, I didn't think. I could have gotten one for you too!" Win some, lose some. Ed.
 
Yes I did mean sales to individuals. When did they stop taking orders from from the customer not a dealer.I guess the 1968 GCA makes sense.The more interesting question would have been Whats the latest letter anyone has to a individual?
