SD9 VE mag selection?

Just getting into handguns. I am partial to S&W (used to live near the factory). I am looking at the SD 9 VE.
One issue is a little confusing to me. Why would someone choose a low capacity mag over the standard? Is the some other difference besides the number of rounds? Is the grip shorter on the low capacity?

When their choice is dictated by the laws of the state where they live.

Gosh that seems so simple. I never gave that a thought. Is there a place on the internet where I can view these restrictions stat by state?
