Service parts for revolver from USA to SA

Hi all I have a question. In South Africa we are very limited when ordering servicing parts as an individual entity from the USA. Our servicing agents here cannot commit to ETA of any parts coming from USA...expected time of arrival takes for the least about 6 months. I have a friend in California(Los Angeles) who will be coming to SA in the next few days. I have thought of asking him to order the parts for me from Numrich gun parts in New York and to bring it over to SA as servicing parts. The parts are as folloows:
2 x Cylinder assemblies for a model 586 .357 magnum revolver
1 x hammer assembly for a model 586 .357 magnum revolver

These parts are currently available for purchase from the Numrich Gun Parts website in NY.
Question...can my friend purchase these parts as servicing parts from California...or is there red tape involved. I would not want him to get into any trouble at the airport. Any comments or advice will be much appreciated. NB: I am aware that different states have different rules in the US. Would just appreciate your feedback.

I doubt he will make it past the baggage screening......
 
Put it in the check luggage. It's not looked at as hard. If asked, say the cylinder is a pencil holder. Which is true. Lots of them are used that way. Keep the hammer in a shaving kit. It's the perfect tool to clean gunk out of the shaver/razor, or crud from under your finger nails. That's what I use my spares hammers for.
 
Ok great thanks. So can my buddy just order these parts from Numrich. Does he perhaps need a gun license to order these parts or not?
 
Former gun parts like this are not controlled or regulated in the US. Anyone can buy them. Repurposing old parts is very "green" and pc. Good for the environment. Pencil holders and finger nail cleaners.

Back in the 1980's a friend in Johannesburg and I were going to exchange a few ammo boxes and/or fired rounds. I wanted to see some Musgrave products. Of course, back then, the RSA was still under the UN embargo due to the apartheid issue.

The US State Dept. told me that we couldn't do that. We finally got around that, at least re just the cardboard boxes. I think I still have a few of those empty boxes. And I got some copies of Man/Magnum magazine with good gun articles.

Have you checked with SAPD or your Customs or State people to see if this is okay on your end?

The big hurdle here may be exporting "arms" without being state-approved. But I think they may consider the "firearm" to be the frame. (Receiver) The good news is, now South Africa/Suid Afrika is an okay "end user" destination, at least for approved dealers.

Thanks for the the feedback everyone. Looks like I'll rather find another route to order these items. Maybe the best bet would be to rather order through the agents here in SA and just wait it out over a few months.

I tend to agree with this. Firearms parts (even those not essential to functioning) are subject to strict import/export regulations, of which your local agent/dealer is painfully aware. If you are reasonably certain you can obtain the parts, I would say there is no need for your friend to become the subject of export violation case law :).
 
Look up ITAR and EAR regulations as they cover export of arms, including parts, to other countries.
